It will be seen
that,
in the opinion of the Attorney-
General, the
necessary formalities

and that there was nothing to

"Instructions ." On this latter point,
not
I will only observe that I was not advised to call for or issue
any-
such certificate, and that this formality appeare to have become practically obsolete in this and in other Colonies, with, at least, the
tacit approval of the Colonial Office I have caused a strict search for
precedents to be made
among
the
official records, and I am assured that no such certificate has been sent
it from Hongkong with private Bills in former years; and that,
